Not quite true. What happens is that the API doesn't send ownership information on anything containing at least 1 DLC. Base games, however, always properly send their information [assuming everything is otherwise properly configured by the publisher], no matter how many of them are involved (meaning that a package of nothing but base games will flag as owned if you own all the base games listed).
Rather, you only get ownership issues under specific circumstances; Namely, off the top of my head:
* The content is a DLC, or is a package containing at least one DLC.
* The content has been released within the past 24 hours, or is flagged as Profile Features Limited.
* The content has been removed from Steam.
* The content is a multi-version combination (see attached image) (presumably because only one game is actually considered to be on Steam, meaning the other is glitching out overall ownership recognition due to the immediately previous reason. )
* The content is a slightly (or completely) different version than what is listed, meaning the APPIDs don't match.
* The content shows as a base game, but is configured as a sub with at least one DLC.
* The package only has base game content, but is misconfigured to not list any content (meaning nothing can be checked, automatically returning a status of unowned).
* The content is an "expansion", an outdated Steam classification type that hasn't been used in years, was only used for a small number of games in total, and was prone to various API issues. [Example]
There may be a few other circumstances I'm not coming up with at the moment, given that Steam's patched-together infrastructure seems to invite issues pretty easily (as is evidenced by the length of the list above).
In practice, you really only see it due to the content including a DLC, being Profile Features Limited, or being removed from Steam, so those are the three elements a GA creator primarily needs to be concerned with giving consideration before posting.

Wow, I really didn't understand the level of detail involved in whether a package got recognized properly or not (IOW, it likely has to do with how queries are structured, and someone's database-side code doesn't take into account any exceptions). This is great info, so thanks for that!
But then, I'm pretty geeky and this is interesting to me. For everyone else, it's probably still easier to just say "always check for ownership of packages and DLC," because investigating possibilities in this list would take so much longer. 😉😁

Great underrated roguelite. I still can't figure why it did catch on more because this game is great!
Even if the vast majority is looking for casual games, I know there are many people out there who will enjoy this game.
