You should add to the description that this giveaway IS ONLY FOR THOSE that bought BioShock 2 from Steam after October 4th, 2013. Before that, everyone else already have this DLC (including those with retail discs, because they can activate the game with the DLCs on Steam using the GFWL CD-Key).
And to make sure that the winner doesn't have it, send a friend invitation to him/her and after he/she accepted, check the DLC store page (http://store.steampowered.com/app/244610/). The winner should not appear there as one of the "friends who already own this game" (looking at his/her "All Games" list doesn't work, because the DLC isn't shown). If the winner already has it, you have all the rights to ask to SteamGifts Support for a re-roll.
Yeah, most likely will be a pain unless people recently purchased from Steam in the last 2K sale.
I advise to friend the person on Steam and then attempt to send the gift directly via friends on Steam. It should say if the person owns the DLC or not.

Steam made me (and I guess many other people) a nice surprise giving all the DLC content including this, even though so far I only owned the base game. Anyway obviously I won't be entering this, but it's nice to see there are some legitimate entries. ^^
Might want to note that existing owners of Bioshock 2 got Minerva's Den for free.
