I wish I had another method to filter out the bots from a public giveaway than shutting out 99% of the user base, but alas, most of the bots are on level 0 and 1 (even if they actually go as high as level 10).

You're okay! I have found region restricted giveaways are really good for lowering the count - not sure if it's mostly from a particular country or region - would be good info to know, just out of curiosity.

Technically, yes, since most of the bot users are from Brazil, Russia, Ukraine, Poland, Turkey, China, and Taiwan, in this order, with gigantic margins after the first and third places. (An idiot Brazilian just managed to blow his 150-bot network yesterday.)
But there is no single region that is bot-free, nor can you narrow it down to any country that is 100% bot-free, unless there is actually zero people registered from there on SteamGifts. :)

Veeeeeery obvious link in descriptions. Not to mention that China has even worse percentages of English--speakers than the CIS region (heck, Ukraine is one of the best countries inthis regard on the list), yet somehow they still managed to find the clickable link.
I also have the SGTools check of 7400 winners and another 450 I manage to get suspended over the years. The data got especially interesting after the site implemented automatic entry removal, because double wins after that downright flared bot users. Combined with my data from the experiment, I got the list above.

There is a relatively large activity from Brazil, RU/CIS, and Turkey, but a large chunk of their activity is done through region-specific giveaways. The South Americans have especially switched to region-specific giveaways for a good while. If you look at the Archive page when there is no fresh bundle going on, you can see that there are plenty of region-specific giveaways are made all the time.
