Should I buy it?
When I set the goal to win a specific game I mostly never do.
No matter how many giveaways I enter or if entries are as low as 20.
So if you really, really want it - buy it.

10 bucks for Hong kong is in my opinion, expensive.

I don't know which groups you are part of but if it was me I'd buy the bundle if it's a wishlisted game. I always regretted not buying a wishlisted game when there was a good deal. (Eg. Ori and the blind forest & Hyper Light Drifter T-T)

I'm not really frugal but decided against buying for tier 3 only. I'm sure it will be cheaper in the summer or winter sale. I guess it depends on how much the $ value is to you vs how desperate you are to play it right now. I know I won't play it for at least a few months.

The Shadowrun publisher isn't opposed to bundling, but seems to take a good while to bundle a game.
So if you can wait, wait. If you really enjoy the games and want to support them, buy it and direct the funds toward them.
Personally, I think the jump up in price is just way too high between BTA and T3 on this one: 6-7$ increase, and you're likely to be able to get the game soon enough for 4-5$ during a Steam Sale- perhaps even as early as the upcoming Summer Sale,

I generally do this but it depends on the pricing. In this case I had all of Tier 1 on my wishlist and even with the summer sale just around the corner I very much doubt I'll get a better price so even if I don't play them immediately I'm not losing out. For Tier 2 I already have Broken Age but again the other two are on my wishlist so I'll probably upgrade when I get paid. The two extra games will be roughly a dollar each at that point so again, even waiting for a sale I won't be likely to do any better. The extra $7 for Honk Kong is worth a skip as that's roughly a 66% discount and only slightly less than the lowest price of $9.99 that Enhanced Steam reports. We'll likely see it at least match the bundle cost during the summer sale.

Tier 1 - meh, usually safe to buy although poor games
Tier 2 - decent if quality games + you'll play them right away / within the very near future
as for Tier 3, usually these aren't much better than 50-75% off sales (and sometimes way worse than that) and you'll most likely grab a much better deal just waiting till the Summer Sale or similar. Only get it if you are so impatient to play it that you can't wait a few weeks.
(Of course the advantage is that you get tier 1+2 for free, so you can always trade/gift those, but in your particular case it sounded like you didn't want those games anyway.)

I'd like to add for Tier 3 that if you're interesting in Tier 2 (which doesn't seem to be the case here) as well and the price gap isn't too big, it's usually worth it as well. Sometimes you can get it for like 2 or 3 bucks extra, which usually is a great deal if you were gonna buy tier 2 anyway.

The funny thing is I had forgotten about that because I bought it from them to gift to someone who couldn't activate Castlevania Lord of Shadows 2 because they are in a restricted region... And yet they "won" the GA.... So I got them that and then requested the reroll ... Amazing how scattered my memory can be sometimes :-)

I'd say wait for summer sale and pick it up on discount, however considering that the last discounts were at 50% which made it 10€ which is about the price of Tier 3 HB which not only gives you that game but also others, you might as well get the bundle.
Then again if other games in the bundle don't interest you (I can't blame you) and if you wouldn't play it anytime soon than I do agree with your decision about not getting the bundle.

I'm debating the same purchase and I was going to just say what the heck and get it. I suppose it could get to 75% off this year. After reading these suggestions, I changed my mind and decided to try to win it in the next few weeks since I can still upgrade my BTA bundle later, right? ;-)

This is what I usually do in those situations. I buy the tier 3 anyway and then try to win the game I wanted from it if I have no plans to play it immediately and keep the bundle for gibs. That way I feel good about winning it (if I ever do) and have some nice game for gibs also ^^ I still have keys for Big Pharma and whatever else was in the tier 3 from that bundle because of that.

I'm a very frugal person. I tend to look for great deals to get GAs because I don't have a lot of money. I know my level might seem otherwise, but really I'm very careful about what I spend to be able to gift to others....
But this time I am really considering just buying Tier 3 because it has a wishlisted Game.
Should I do it? Try to win it?
Opinions, please!

Verdict is in after hearing the most convincing argument is this: I won't play it immediately.
Heck I still need to play Dragonfall.
