Why dont you buy the game as a gift, and then he gives you the money and you give the game to him?
That will work!

Hi guys, me and my friend were wondering this: i live in the us and he lives in europe. his steam store doesnt have the game "Batman: Arkham City" and he wants to get it BUT he's afraid that if he gives me his account and do the transaction, he wont be able to see and play the game. so the question is: can he play the game if its bought on his account even though its not available in his steam store?
