It tells me the same thing. I own the GOTY, so I have the DLC already. I wonder what requirements the 300 people who did enter had to meet?

According to your profile you own the GOTY edition.

Both Non-GOTY and GOTY have a different APPID, and the DLCs are linked to the non-goty appid.
