well, as someone could sell or regift giveaway he won, he should be suspended permanently IMO... that would be more fair.
After one suspension he can participate in the same giveaways again...

I mean something like this:

Someone won a game on this site

He sell it on steamtrades or regift it (make own giveaway with game he won without activating it on his profile)

Than he got suspended for 5 days

After 5 days he is back on this site and he starts to participate (enter) giveaways of the game he won some days ago, because it's not in his library and this site allows him (at least technically = he doesn't get communicate that the game exists in his library) to join that giveaway.

That's the reason he should be perm. banned. He won a giveaway so he should have it in library, that's the rule of this site.

I hope you get what I mean :P

at least think about expensive game, someone won gta V, sold it and then won it again and sold it again = 120euro profit :P

Ha, I was confused by your second line.
I think a permaban for doing this one time would be too harsh. But if you've already been suspended for this and are caught doing it over and over again, I think you can get suspended for a longer period and eventually get permabanned

Even if the game isn't on your account, you shouldn't be able to enter for a game that you previously won and marked as received.

I think you can. I'm pretty sure it already happened to me to come across a giveaway for a game I recently won and marked as received, and I was still able to enter because my Steam account had not been synced yet.

It might, although they could very do the same right now to avoid a suspension. (Until the gifter sends proof of delivery to support.)

This goes hand in hand with another suggestion I had made, that if you mark a game as received you can't change it after a number of days. That would prevent people getting caught regifting changing it afterwards. (I've seen it happen a couple of times.)

That would require a support ticket. What I'm wondering is how many times do games get revoked vs the number of people who will change their feedback after a while. That could be a factor in choosing the right system.

I think few people would check if their people did redeem the gift. If there isn't a mechanics detects it, then many will abuse.

Even if it is possible, it could be a mechanism that create a ticket for support to check instead of suspending the user directly

Some kind of panel where the support staff sees a list of users with non-activated games would probably help. Since the Steam APi can be somewhat unreliable at times, a completely automated system is out of the question anyway.

Because DLCs are not detected, and some games aren't visible even if the person owns them. They only appear in their library after they've launched it at least once.

That being said, I think there should be an automatic check that :

1) excludes DLCs and games that aren't correctly displayed,

2) doesn't automatically suspend users in infraction but flags them for support to investigate and take appropriate action.

Ehm i don't regift games and i activate all of them. Back then i didn't read the rules and thought it's the same as playblink where you can do whatever you want with your gift, because you know if you win a car in lottery no one is forcing you to drive it and not putting you in jail for not driving it. But the rules are rules and i obey.

You are probably talking about one giveaway when gifter has sent me wrong game, month or something ago. I informed him and said that i'm ok with it. I didn't asked for a right key because i've already activated one of his keys. Now i think i will get suspended for this lol
Also there was one time when exactly opposite happened. I gave a wrong key but the that person was ok with it and marked as received.
Of course you'll think i'm lying but whats the point?

Here are some, not sure if there is anything else.

If a giveaway is made for a game other then whats been selected, For example, giving away the game Deadbits instead of the deadbits soundtrack when a giveaway for the deadbits soundtrack was selected.

Making a giveaway and not giving away anything.

Making a giveaway for a game, but trying to give an origin key or a DRM free version of the game instead of the steam version of the game.

I had to reroll one of my giveaways because I've found he didn't activate 4 games and won 2 copies of a 5th one (You can ask for reroll if the winner broken rules in recent times). I've got the reroll, and he got 25 day long suspension - all of this in like 3 hours. So yes, they'll get what they deserve :)

We once considered a form of mob justice where rulebreakers were stripped naked and whipped through the streets while llamas spat on their faces but we decided against it. Mainly due the logisitics of getting so many llamas in one spot then afterwards cleaning up all that llama spit.

If you see someone entering a GA for a game they already won, check their Steam library.
If they don't own the game, report them for not activating and ask for a reroll if they win
If they own the game, it's either because their account has not been synced yet, or it's a bug related to the game. No need to report them (I think), just ask for a reroll if they win.
