Why not buy and refund if it gets a higher discount? If you buy on 17th and the sale starts on 24th, it's just a week of difference. If you don't play it meanwhile, no reason to refuse a refund.

IF you can wait a bit to play it you can just wait till the last day of the offer, then buy it but don't play it, and if it gets a better discount during sales then refunding and buying again.
As long as I remember you can refund if a) you didn't play for more than 2 hours and b) you didn't buy the game more than 14 days ago.
