It's not that the key itself is region-locked, it's just that the game is not available for purchase in Japan for whatever reason. At least that is my understanding anyway.

The base game is a nice deal but for the other 2, sadly, a lot of the DLC is missing. Unlike the package on the Steam store it's not the complete DLC. And when you consider that the complete DLC goes for $8.75 at the 'standard' 75% off sale, this doesn't look so great imo.
