Firstly, CS:GO doesn't suck.. Secondly, BF4 has a myriad of problems with it, starting at its' core gameplay. The gunplay is flawed to hell and back, all because of the horrible tickrate of 10 and local simulation steps of 30. I'd say that an FPS game where you can die even after running behind cover, as if bullets can somehow magically track you and turn around a corner, has failed in its' core premise.
But that's not all that's wrong with it. See this page for more. And don't even get me started on the number of hackers in the game. At least CS:GO has Overwatch.

CS GO easily. You'll get bored of BF4 in a few weeks probably.

"BF4's multiplayer is way better" ??????
I strongly disagree with this, but it is up to OP to decide whether he wants a hollywood simulator that is replaced next year, or a standard and popular esports shooter that is NOT* replaced every year.

CS:GO is a very precise shooter. You need to be accurate or you're just going to get mowed down. The game is rather unforgiving in execution and it's difficult but fun. It's nice to have a game that has made me want to learn the mechanics of how the guns work and tactics to be better than my foes. It's sweet how you need to create new approaches to each round so you can remain unpredictable to some extent so your enemies don't get the drop on you. Though you need to use gamer sense so you can decide when it's appropriate to implement the usage of the tactic without getting killed. Anywho, the throwables and the functions of the guns are cool and it makes for fun interesting times. I'm sure you're going to be using your headset to listen to those footsteps at some point. It's an alright game, i'd recommend you check it out if you want a shooter with difficulty.
BF4 is good if you want the experience of revamping the level design and having fun and flying around and shooting people with the guns. If you want to just have good jump-in, jump-out fun. BF4's good for that going on what i've seen from other people. Unsure if the game's still broken or not, but iunno :U
so yeah, BF4, good shooting fun. CS:GO intense rewarding action. Though you're going to have to get some stattrak guns to fit in with the crowd :p

More reason to get CS GO.

Counter-strike games tend to last longer than pretty much anything else, though pretty sure they're almost all exclusively Multiplayer, or bots... Though, they are extremely difficult.
Battlefield 4, I'm sure it'd be enjoyable, but a new one will come out with-in a year or so.
Probably a better option if you're interested in a singleplayer experience.

If you really want him to have a nice birthday present, give him happiness, pizza, and furry friends with Five Nights at Freddys! :D

My brother give me bf4 in its release last year. since it was for ps3 and i'm not a console shooter/player, i started to play it (can't waste such gift). Since then, i'm in love of the game; Bought premium and i'm not tired at all to play it.
if you dont care about money, go for BF4.
