Card drops

Has anyone else thinking that the card drop rate when farming card is really low? I mean usually for 3 cards should be like 1-1.5 hours... now it's taking me like 2 hours PER CARD... is this a steam issue? or am I just in bad luck?

BTW, this has been having since the sale ended, and this low rate I'm talking about has happened with 4 games by now

Card start dropping after two hours at their normal rate. This is because of the new refund feature.

TL;DR: the reason is to combat card farming before the refunds.

They changed it because of the new refund policy. Cards drop after two hours now so people don't farm the cards and ask for a refund. It sucks, but I don't blame them.
Edit: Double ninja'd. I should type faster.
