There is no starter pack anymore, it was a limited offer (they might bring it back in later on) so that's the full release of the game with the normal way of unlocking operators

I think the starter version was a limited promotion, so that is not the starter version.

But honestly better buy the normal version. ^_^ I bought the starter version when it was available and it took 300h idling to unlock all operators... just 12 days 24h/24. XD
