I never played Tales games, but I'm sure they're not similar at all.
I'd suggest to try the 1st, and see if it's to your liking.
Mind that it's been cheaper before, as well as bundled (that's where I got it :3).

I see you have Fairy Fencer F in your library, although you didn't play it too much.
It's made by the same dev, although it's a bit more serious (and less fanservicey) than Neptunia.
You could try playing it again, before deciding on Neptunia.
If you don't like it, you probably wouldn't like Neptunia either, as the gameplay is similar.

Useful guesses are normally based on something rational, like hints or some kind of evidence, however circumstantial. Virtual stalking of the CEO/COO/CTO of Humble would even be a good idea. No such thing occurs in this thread. It's all just fantasy.
And if we wanted to make suggestions to Humble, then we would encourage people to send feedback directly to them via their support forms.
