The gifter has to send it manually if by email or they may add you to Steam.
They have 7 days to send it as well, so just be patient. If they have a history of successful GAs, you can be confident of getting it. Sometimes people just dont send their GAs, they tend to be newer users though. Theres nothing you can do if you dont get it other than mark it "not received".
