So, the guy that won my giveaway already has exactly the same game on a giveaway. Is this allowed? I mean, if he is already giving away the game then i guess he doesn't really care about it and will do the same to this one.

Regifting isn't allowed, but if they're giving away the same game after having activated the game they won on their account, then there's nothing wrong with that.

He won the game twice at roughly the same time and accepted both, but hasn't activated yet. I'd guess he's not sure what to do in this situation, but regifting is definitely not allowed. Fortunately he deleted his giveaway. He needs to activate one of the games that he won and submit the other for reroll.

But in general it's perfectly fine for someone to create a giveaway for a game he doesn't have and then enter giveaways for the same. If he didn't think the game is good then he'd have picked something else to give away. Probably. There are plenty of possible mindsets.

The thing is, before he won the 2 giveaways, he already had cavestory giveaway up. Meaning that now he has 3 copies.

Since i checked his steamgifts profile before giving the game to him and he hadn't won any other cavestory yet, but there was already a giveaway from him.

Only a few minutes later did he won the other giveaway, after winning mine, and he already had the game up before winning either of them.

++++++ Just checked, he just gave 1 cavestory away. And he still doesn't have cavestory in his account.
That is just great, im giving games to other people so they gain points and not so they can play games.

I am sure there were tons of people that actually wanted the game, not to do this crap.

I think he bought HB7 and was giving away his copy of cave story like you did. He then (after) entered two concurrent giveaways for the same. He won both. He gave away his original but now has two that he won.

I simply wouldnt gift it, report him and reroll the winner. Its your key. If you dont want an ungrateful douche as the winner, dont give him the key/gift. Simple as that.

This is a bad idea. Regardless of his actions, in doing so you would also be doing something wrong. I'm pretty sure you aren't allowed to give away a key to someone else once you've done so in a giveaway.
