Farfetched answer: Shadow of the Colossus. With a lot of Play Station games being ported for PC, I am hoping someone somewhere is considering this one. I know Praey for the Gods exists and is heavily inspired by Shadow of the Colossus, but I'd rather play the real game than ones inspired by it.

Does Hitman 2 count? Like, if we're talking about "games not on Steam but we'd like to see on Steam". It was, but not anymore... I want Hitman 2016 back, but most importantly Hitman 2 (2018). :/

Never going to happen. I followed all the releases, IOI is a mess with them and clearly just want WOA to be the only Hitman game. Although checking the site I use sometimes (that I will not mention for reason that should be obvious) there's still Hitman 2/ Hitman 2 Gold keys out there.
You have to buy the legacy pack as well to 100% it, as it has the levels from Hitman 1 needed for achievements. Depending on version maybe even more DLC it's IOI, that's the way they roll.

I own Hitman 2016 (not GOTY), so I got the Hitman 1 levels in 2. I also got the Hitman GOTY levels in Hitman 3 on Epic. On Steam there's only a demo, not a "starter" version like 2 does, so I can't port them yet on Steam. One day, maybe...
Most importantly is that I want the Sniper mode and the Ghost mode, both of which were removed in Hitman 3 (IIRC).
