I'd like to join, too
In my opinion, letting farming slide is fine, as it balances having a huge amount of downright awful and even unplayable games in your backlog (I'm looking at us collectors). Even non-farmers would let "bad" games running in the background while playing what they like (a.k.a. farming time).
In addition to all that's been said, and according to the original idea for the group, what I think could work is having exclusive group GAs for those who get a certain achievement. GA and entry rules could be somewhat along the lines of:
- minimum 1-2 weeks long, enough for the invested player to get it
- choosing a reasonable achievement from a common enough game (maybe from a previously agreed list)
- rules enforcing could be done by the same users entering the GA (they would have to make sure that the previous entry got the achievement, and leave a message if not)
- if someone already had the achievement, that's fair game
However, now that I think of it, I guess cheaters could get their way with SAM... or could they? Honest question: Is there a sure-proof way of telling a fake achievement from a "honest" one?

it's not about achievements. I'm not an achievement hunter myself. True, I am proud AF of my Postal 2 achievement that only only 0.7% of ppl have, but in the long term run I don't give a f***. I got it by accident. Never really wanted it. Nor any other achievement.
The whole idea is failed at two points:
- bugged achievements (I'm looking at you With Fire and Sword)
- cheaters (though you mentioned it yourself)
There's no way to tell if achievement is legit or not. At least, I don't know any. Unless someone is beeing ultra obvious like have all the achievements and like 0.1hrs on record...
Unless we start hosting like a dozen of AAA 60p GAs with >100 entries every day we shouldn't go over the top with antifraud measures (not to mention I don't think that many people actually want to cheat their way here. yet it's still the main concern of everyone! Apparently there's no faith in humanity on steamgifts) ;)

You're right. It's a shame our main concern has come down to that. This speaks poorly of human nature in general, but oh well... back to the drawing board I guess.

Actually, those are not all necessarily cheaters. I got achievements at 0.0h few times, because I had my previous savedata from non-steam version.
Which means that downloading 100% saves can get you 100% achievements in some games. So yeah, the achievement system can be pretty easy to cheat.

umm.. I had that with some game (can't remember which one atm) that after playing for a while on a non-steam version I bought the game on steam and continued with the old save, but no achievements were given to me. I had to unlock everything manually. So it might depend on game wheter it does that or not.

Well it still wasn't around when I still played CS Source. Unless they had wipe of some kind.
Although after CS times I didn't play on Steam too much for quiet a while. Alas why I still have less than 200 games on my library. Also was a young kid during those early valve/steam days.
