As a rule, I don't enter unless the retail value of a bundle matches or exceeds the price of the games/DLCs I'm missing- in this case, it's a $50 bundle with $40 of DLC, so NORMALLY I'd stay away from it.
But this particular pack is an exception for me- the base game was free from Golden Joystick Awards [or a $1 bundle game, if you got it from Humble], and I've no reliable way of getting the DLCs otherwise, so I do enter the XCom complete packs when the giveaway creator explicitly and confidently says it is okay to do so.
Honestly, creators should more often remember to list their preferences in their descriptions, but both as a giveaway creator and a fellow entrant, I'd much rather have people ask than assume it's okay to enter.

You are always allowed to reroll for packages, so long as the winner owns any part of the package AND all the content in the package is available for purchase separate from the package.
[so for example, Darksiders II definitive edition you couldn't reroll on because 1: It's a remake, so not the same game, and thus it has exclusive content you can't get separately and 2: the DLCs for the original Darksiders II are no longer available. Either of those reasons prevents you from rerolling.]
For simple game/DLC collections, you have full say over rerolling, even if they only own the cheapest DLC in the package.
As for what I was saying above, I really only accept entering for the X-Com package [when the creator allows] since the base game was free or cheap, and there's no easy way to upgrade [The complete edition goes on sale more often, and at a comparable price to just the Enemy Within DLC alone- eg, $6.19 versus $6- and neither has yet dropped below $6]. I think it might be the only package I have that mindset on, and even then only because it's fairly close to matching price. :P
But, y'know, what matters is that the creator feels satisfied with the outcome.

He was blacklisted for multiple wins. He won two developer giveaways for Time Mysteries 2: The Ancient Spectres. Of course, the developer still delivered both games without checking so I blame them just as much. If the person was reported for multiple wins or if the developer had done what is expected of the rest of us (check your winners!) then we wouldn't even be having this conversation.

sorry but do you really await from a developer to check one time 100 and one time 350 user if they own/won the game? and thats probably not the only mass gas of this developer.
we cold speak about if sg would offer a way to check all at once, but sicne they dont do it or atleast i dont know a way u cant except it from someone whos already generous enough to giveaway such amounts.

So just because they are a developer then that makes it OK for them to not adhere by the same standards that the rest of us are? I'm not saying that the guy wasn't wrong by accepting that second key but he should have never got one delivered to him to begin with. By differentiating accountability based on how many keys someone gives in a single giveaway we are just creating more problems that could be easily avoided - such as this case.

IMHO a honest user would ask for a re-roll. Also, note that he won both within a week, so he might not have the first one activated and marked as received and in this case the creator of the secong GA wouldn't see anything incorrect there (assuming he checks that - many of them don't ;) ).

i wrote developer why they are it usually who give away 50+ copies of one game. people who are generous enough to give away more then ~50+ copies shouldn't be bothered to check manually every user itself. if sg want that so badly, then they should implent a way to check all winner at once if they won / own that game. But don't plan to blame somebody who gave away stuff for free.
hope that makes sense, since im not English foreign its hard to express in English what i want to say. thats my opinion on the matter.

For as long as this has been happening I don't see why this feature hasn't been implemented into the site yet. Until it does (if ever) I don't see why we as users can't accept accountability and check all of our winners regardless of whether we give away 50+ copies of a game in a single giveaway or we do it over a period of time in 50 separate giveaways. I have seen where people have told a gifter that has had issues with a winner that they should have checked the winners profile first before sending then their winnings. I don't understand where the mentality of that being OK comes from and not having it apply in all cases regardless of the quantity involved.

if you were blacklisted, it's because of a good reason on the ga creator's side. doesn't matter if you agree or not.

Yes, this guy was an ass and had multiple wins but they were developer giveaways from the same developer and I partially blame the developer for not checking their winners before giving the keys. There was a week between giveaways so there should be no excuse. This isn't the first time I have heard of this happening and some have also said that getting a response from a developer when they have an issue with a win can be a problem at times. Maybe more rules need to be put in place for developer giveaways to prevent issues like this?

Those comments seem rather hostile to me.
Sometimes giveaway creators allow you to enter for the DLC, sometimes they don't. It depends on the game, and the person doing the giveaway. And in some cases (New Vegas Ultimate Edition, Xcom complete pack, Skyrim Legendary Edition, Civilization V: Complete edition, among other), it's cheaper to buy the "complete pack" than the DLC in the pack. So it's not uncommon for giveaway creators to allow you to enter those just for the DLC, as that's the edition you would buy anyway, if you wanted the DLC. But the important part here is that it was not your giveaway. You had no say over who could win or not, so attacking people for asking if they can enter just makes you look like a nasty person who thinks he has the rights to decide what other people can and can not do.

Fun fact: Most of the times, people who complain about the blacklist system are people who have good reasons for being on blacklists in the first place.
Also, here's a tip: Don't bring attention to yourself by creating threads about you "getting blacklisted for no reason" because most of the times, people will stalk you a bit to find out why your were blacklisted, and then, well... welcome to everyone's blacklists.

I said in xcom complete pack that is nice that the people who hasnt the base game win the game to play it,but the people who enter just for dlc flame me and blacklisted me , is normal ? maybe is my bad, but i wasnt rude or similar
