PS: I'll give away the game (Lilly and Sasha: Curse of the Immortals) as soon as the 30 days steam restriction expires. It'd be a waste to let it gather dust in my inv.

Don't regift the game. Return it to the gifter and mark it not received if you're not provided with a region-free copy within a week.

He can also request the deletion of the giveaway if you give your agreement.
But marking it received without having the game on your account or regifting the game would get you in trouble.

Yes, but re-gifting is against the rules, and it's up to the gift-giver to make sure that the GA is correctly handled (like setting region limitations). Contact the gift giver about the issue, it should not be overly hard for him/her to get you a non-region restricted copy through some simple trade, considering the game costs less than what you get from a single card

Strange, that game doesn't shop up as cross-region restricted. Or is this now universal on Steam? Because then the GA maker should have set it as SA, considering he is from Brazil.

I'm always happy to be educated - but as far as I know it is now the default for games from certain regions. Also https://steamdb.info/sub/65558/ seems to suggest that there are cross-region restrictions.

Steam gifts become tradable 30 days after purchase. You can still send the gift at any time by clicking the "Send gift..." button. Only trading is restricted. So go ahead and make the Lilly and Sasha: Curse of the Immortals giveaway :)

As of the comments above yours it would be a bad idea to regift the previously won game after confirming its reception but failing to activate it in one's account.
In fact, this would mean breaking a whole set of rules of this website, so recommending such thing is negligent to say the least!

This has just happened to me. The game is restricted in my country (Spain), but it comes from a Russian user. It has gone to my inventory, but it doesn't show anywhere that it's restricted, only when i'm trying to add to my library. I'm assuming it's not the giver's fault (more on Steam's side), since you really can't tell if it's restricted or not, so I marked the giveaway as received.
Is there anything I can do?

That's what I did in the first place but they told me to return the game to the giver and get him to delete the giveaway.
