Neither of them are listed on Steam. They were probably removed for one reason or another. Still, I'd think you should be able to make giveaways for them since you can make giveaways for other removed games, such as Digital Homicide's collection.
Maybe the developer set those games to Free to Play before they were removed from Steam? That would disable giveaways.

these are both banned games, possible they are completely removed from steam so I would try using this thread or or this one instead of waiting months for support to get to a ticket and most likely do nothing.
