A couple of months ago I won Retro City Rampage, and now I have an extra copy of it from HiB#16... If I give it away, does it count as "regifting"?

If you activated the key/gift you received from the creator of the GA,no.It will be alright.

it doesnt count since u actually activated what u won.
regifting is like u won a steam key/gift of certain game or dlc and instead of activating it u made a giveaway in here or another site,
which is agains the rules

Nope.

You can give the same game you win later or before of course. Even one time I was gifting a game at the same time I saw the same game giveaway created, I've entered it. :3.

steps of regifting: winning something -> not activating the win on your account (that's traceable!) -> making a new giveway with the win

That person should have activated the win right away as it is expected of a winner that receives a key!

Although it would depend on the time that passed between these events: the described chain of events looks as if the person regifted the game and then compensated his or her mistake by buying a new copy and activating it!

No, this would not count as re-gifting. As long as the game you won is on your account, you can give away as many copies of it as you wish.
