Meaning being able to get free keys through some broken promotion. The ubisoft Promotion is the biggest example.

It's not necessarily just broken ones; if I remember right they'll also add games that had large giveaways of free keys too, like Metro 2033, at least during the promotion.

I believe they mean actual CD keys. You can still giveaway Steam gifts of those aforementioned games (purchased from Steam).
