Hungary is poor, but Putin was here, which is an occasion to weld all sewer plates and sabotage the traffic, as they did, when Angela Merkel was here. Does this change not alter the purpose of the group? Instead of being a giveaway group, it appears to resemble more of an exclusive gambling group who so happens to use SteamGifts to gamble.

I don't mind being kicked or not being able to join. I just question the motives of this group and wonder whether it's really to foster a healthier community for SteamGifts, or only for themselves. It's fine to foster greater activity within the community, but the stipulations for joining and minimum requirements for remaining seem to set a precedent which could be deleterious to both the group and the SteamGifts community as a whole.
I caution you to not sacrifice the original intent of the group in order to foster greater activity among its members. Doing so can indeed increase membership activity, but is it worth what you must surrender in return?

I congratulate you on the use of "deleterious", but am dubious of your concern. Raising the bar != detrimental efficacy. Especially when the bar went from below sea level, to slightly less below sea level.

You're correct, but I am still wary of groups who do "raise the bar." I've seen more times than I wish I did instances wherein a group attempts to reform and enforce certain requirements for membership, only to later lose its original purpose as a giveaway group and fall into the trap of being an exclusivist gambling club. I don't this will happen to the above group per se, but this recent change is often a red flag that I believe should be addressed. Hence my cautioning the group administrator, and not condemning him: his decisions are sound and entirely reasonable, but they can foreshadow events to come.
Yes, I'm aware I'm teetering dangerously close to a slippery slope, but I think it's a worthwhile issue to consider nonetheless, if only to prevent it from devolving into something worse.

Alright, I hope so. Just be careful because you may attract members who are looking for some groups, which may in turn cause conflicts of interest and ideology down the road.

You are close. I am referring to the type of exclusive clubs where the rich and affluent go to gamble and raffle among themselves. Instead of treating the site as a place of philanthropy and generosity, they use it to satisfy their own private pastimes; rather than giving away, they gambling among their associates. It's an allusion to a sort of behavior often found in casinos and country clubs, that's all.

We exclusively gamble much like the entire community gambles with their points. We have a relatively small group of members. They all suck and all they win is Bad Rats. Is that any better than anyone else?

The operative word is "exclusive" and its derivatives. The entire system is built on random drawings and luck (if it could be called as much), so in that respect it is gambling. However, I used the term "gambling" to imply negative connotations directed at those who gamble their points within exclusive groups.
