Well, I spent around 120h in the base game only - if not more...
so it was totally worth it for me (bought the DLCs later on)

if i remember correctly the GOTY is available for 4.99 or 7.49 sometimes during steam sales (I SAID IF XD)

I use enhanced steam for the browser, and that checks on isthereanydeal for current lowest prices etc. I just checked the store page and saw the cheaper price.

I put over 178h in it and counting, glorious masterpiece. I recommend ultimate edition though, since there is little point in grabbing a base game only.
Sure, it's not mandatory but significantly expands the game with not only a lot of side-content, but also weapons and such.
