Frontiers is almost definitely just old humble bundle keys from the humble frontiers bundle in 2017 as most of the giveaways are 3+ years old and a newer one says it's an old key.

I bet the region free giveaways are grey market, and the rest Fanatical. I bought a copy for myself on Fanatical a month ago, and it had a ridiculously high amount of locks. Maybe the most I've ever seen, from Fanatical anyway.

These "(Tier 1)" sometimes pops on Humble (Road 96 if I'm not wrong had the same locks)

Fanatical is sometimes weird with their restrictions. On SteamDB there are only three packages for Clid the Snail and only one of them is restricted to 106 (out of ~195 or so) countries, the other two including the store sub are unrestricted:

So the currently running giveaway is way more restricted than actually necessary.

Sooner or later it'll be corrected. Marking games as reduced or zero CV is made manually by a group of volunteers, and they have a backlog. Once the CV is set correct as "reduced value from date X", CV gained from that date is corrected. That's why some people come back one day and see their CV has lowered, or even the level has lowered. Note that CV gained before "date X" is untouched.

A game getting bundled doesn't automatically mean that it should be Reduced CV. The effective discount from a bundle needs to be at least 92%-95% for that to happen. Most of the bundles that these VR games came in were fairly expensive (e.g. $20 for 7 games) and the average cost per game (~$3) is too high to meet the Reduced CV threshold.
If you take into account gray market prices ($0.5 for Dragon Fist VR kungfu), then yes, it should be Reduced CV but most mods don't consider the grey market. So, expect this and similar games to remain Full CV for a long time, or even indefinitely, unless a mod notices.

The number of copies might be too small to count as bundled since it's one posible game among many, at least I think that's the logic behind not marking some games as no CV when there was a giveaway somewhere with let's say 20 keys being given away, so the same concept might apply to the bundled status.
Also you can't reliable buy the bundle to get that specific game, because it's randomized.

Same logic could apply to Feudalife keys but they don't. Anyhow the whole CV situtation is just an inconsistent mess, best not to even think about it. My favourite example is Down in Bermuda that was never given away or even bundled but it's still somehow zero CV:

The amount of sold bundles isn't from interest for the mods to set a game to bundled or not.
That it is in a mystery bundle and you can't pick it directly is maybe a reason.
But i assume the real reason is that nearly none handle the "set games to free/bundled" task.
(And if they would, they would handle first the things that have easy available infos, which mystery bundles not really have)

Another one of those Full CV VR games from the Valiant VR bundle. I noticed that many of the other games in that bundle are quite expensive in the grey market so my guess is that resellers are making good profit from those titles and dumping the less popular ones for pennies. A cheap CV chaser's dream come true.
