Only GAs made after the game was bundled have their CV reduced.
According to this Of orcs and men was bundled may 5. He made GAs may 9 and 11. If he made the GAs may 4, they still would have full CV.

It doesn't matter when the GA is, it will be reduced to 15% CV once the game is bundled, thus may reduce our level

I have seen people with Lucius GAs with full CV, because they were made before the game is bundled.

If you give away a game before it gets in a bundle -> you get its full value
A game can be added to the "steamgift's bundle list" a few days/weeks after it comes out in a bundle. There's only one member who adds the titles in the list so he/she needs a bit of time :)
So for example:
- On october 2 comes out a bundle with "GameX"
- On october 10 it gets added to the "Steamgifts bundle list"
- All giveaways made before the 2 of october will have their full value, from 2 october onward they will get just a portion of their value. So all the people who created giveaways between 2 october and 9 october, will whine about losing cv, 'cause when they made the giveaway it was already in a bundle but it still had to be added on the steamgift's list :p

Perhaps I read this part wrong, but doesn't your CV deteriorate with the natural decrease in a game's cost? In other words, regardless of whether or not a game has been bundled, if I give away a game that has a CV of 50, but three years from now that same game now retails at a CV of 10; won't my Level decrease? I was under the impression it did, and that this phenomenon would gradually deplete the levels of gifters overtime if their activity slows or rather completely ceases.

yes it deteriorates as well when a steam game gets a price cut, but that's a marginal thing that doesn't depend on the site as far as I know.
A cv drop can even happen due to some bugs but that's rare as well :)

I don't know about that, but if they were given with the nvidia graphics card they weren't exactly free, you'd have to pay over 200$ for a graphic card first.

Did you actually follow the link for wayback machine, showing that the info was already in the FAQ in 2013? I know the info didn't make it in the new FAQ right away when Steamgifts v2 rolled out (it was only in the announcement for a while) but it's not new information.
The 95% rule has been confirmed multiple times in various discussions, but AFAIK it was never mentioned in any announcement or the FAQ.

And yes you get get more contributer level for "new", unbundled games - and also keep the c-value. Even if they get bundled one day.

I don't think GAs are retroactively bundled as long as you give them away BEFORE the game was in a bundle.
However, looking at your GA history, all your GAs for Orcs and Men ended 4 months ago, when that bundle was active. Looks like you gave them away during the bundle sale, hit level 4, then the game was added to the bundle list (because it was in a BundleStars bundle). Your level then went down because you gave them away after the bundle went on sale.

The rule is that bundled games are .15 cv after they are bundled or heavily discounted. The list is a courtesy and not definitive insofar as that it can be updated as new information is brought to light. This prevents abuse.

Here is a rule of thumb :
If you buy a game in a bundle or for ~90-99% off it's steamstore price, chances are high you will not get full c-value

Now, this is the only part of this thread that interests me. I can recall another support member just the other day saying that it was not calling out if you had evidence of it being true and you had no need to worry about being punished for calling out a scammer. The line "You can't call out a bear for being covered in fur." sticks in my mind.
So, what is it? We, the User, are the ones responsible for reporting non activated games yet it looks like now that's going to get you a suspension if you make any type of post about it in anything except a ticket?

Agreed, but I think the Blacklisting would come eventually by most of the community. There are a lot of us who check profiles randomly when people make threads, plus those who always check their winners to see if they need to request a reroll.
I'm just saying some consistency and a general idea of what is accepted behavior would be great. Reading Tempete's reaction here compared to wbarton's in the other thread to me are totally different reactions.
