Same here, I'm card restricted too but I'm currently running Miner Mayhem (4 out of 8 cards total) and after 30 min I got a drop too.
I don't suppose there's a way of seeing if you're still restricted somewhere on the site right?

I've got a lot of games, and I haven't seen an early card drop in over a year.
It's possible, which is why I named the game and gave all the other details I could think of, but I haven't heard of any games dropping early before today, and now there are two games doing it for people within the last couple hours.

The restriction stays for a few weeks after a refund/game removal. Also, keep in mind that when a publisher uploads a new game on Steam, they can set what time the cards will drop at manually. Normally it was after 15 minutes and 1 card per every 15 minutes afterwards, but it can be set to large intervals and a larger starting time. (I had games before the refund option was even a thing where the first drop happened at hour 3.)

Got a drop after about 30 mins too, wasn't like this before.

If you put it on idle each game then upto 2 hours simultaneously, then wait on one game, click next, then wait on the next. It should give a card for each game with a few exceptions. It appears that a few games don't like the glitch as much as others and it may take some fiddling with before they start to drop. On the main though I get a card for near enough every game.
It also helped closing and re-opening steam, just fiddle with it, find something that works for you. But the main thing is, changing the game you are playing makes steam drop a card for the game. It could just take some time for it to work. Wait 5-10 seconds on each game before clicking next. Hope it helps! :)

No. I must return cards to the person who hired me to idle ASAP. Being restricted is very very time consuming, considering i'm "professional idler" I have no time to waste. If i knew what are the consequences I would never refund that crappy game that draw me into this

I've been card drop restricted since the restrictions existed, thanks to a refund right before they implemented the restriction policy. I complained to Steam support back then about it being ex post facto punishment and got the usual middle finger ("cannot be modified for any reason") from them.
But just now, I had a card pop up in 30 minutes for the first time since the restrictions were added. Another one popped up at the hour mark, and a third right on schedule at 1.5 hours. Dunno if Valve has implemented a statute of limitations, Steam is being buggy, or something else has happened, but people should probably double check to see if their accounts are still restricted or if I just got lucky here.
Potential things of note: The game was activated as a key. It's To Be or Not To Be. It has five card drops, 10 cards total. I've got ASF running all the time, and it's my only game currently with card drops, which is how I farmed the card. My refund was exactly 14 months and one day ago.
