Can I gift a game which Steam says is restricted to be redeemed in Indonesia, Malaysia, Phillipines, Singapore and Thailand to other countries? I want to gift this Payday game but it has this restriction for the game in my inventory =(

In different regions of the world games have different prices. So ppl from EU and USA used to buy cheaper games from Russian traders. Because of this Steam had lower income. And STEAM <3 $$$ so now you have to buy games in your regions for full price.

If you'd simply convert the value in USD to whatever it would be in rubel, you wouldn't sell a single game. Consider a place like Ukraine, where the average pay was around 300-400 USD, with many people getting less than that. Can you imagine selling games for 50-60 USD in such a place would be a viable business?

Well in my country (croatia) average pay is 500€ .I mean you are lucky if u get job here.But when i want to buy games i must convert HRK into EUR and they take some fee(on PSC,becuse im not 18 yet so i dont have credit card),then skrill takes fee to.So when i have money 10% goes on fee's, it stupid that games are have same price as some natiton/states that average pay is like 1000€. Steam should make difrent sistem of buying games.I only buyed few game's in my life.Most of it i get on tremor and steam gifts,becuse i get like 5-6€ a week.

Some games are in some regions cheaper. Before the restrictions people traded it for keys, etc.. In other words they made profit.

Easy, let's see why, i will use GTA V prices for example.

Australia - $74.99 (70,04€)
Europe - 59,99€ (59,99€)
U.K - £39.99 (56,27€)
U.S.A - $59.99 (56,03€)
Japan - ¥ 7,000 (53,87€)
Russia - 1999 pуб. (30,04€)
Brazil - R$ 99,99 (29,84€)

Using euro to compare, in brazil/russia you can buy 2 copies of gta V(30+30=60€), instead of 1 in europe, with the same money... (60€). And what so? Well people would buy games in this cheaper regions, and sell it on g2a for an extra $ (example 30+10=40€)... and that is really unfair for the producers of the game, that reduce the price of their games for some region, with a lower monthly salary.

Just imagine that you create a game... you can put the game at 60€ in this regions with a lower salary.. but only rich people would buy it... so out of your kindness you lower it to half...30€, and here enter the g2a people... not only they are making huge $, but now you are losing 30€ in every sale... So basically you are losing 50% of money from every sale you make because of your kindness :L

Yes, this "STEAM GIFT REGION RESTRICTION" started from the fall of the coin of russia.. a few months ago.

Are you talking about g2a? if then yes... using my example, you would save up 20 euros, from buying GTA V on g2a (40 euros) (that was bought on a "poorer"country [example Russia]) than buying it on steam for 60 euros.

'-' If you like saving money, you can buy some cool games for 20 euros, so many people would buy it on g2a to save up the money for other stuff...

Rules never allowed making region locked giveaways no matter if it's only one region group or private GA, every giveaway should be region free, by making private or group region restricted GA creator only has less risk being detected and suspended and GA deleted, I saw many Polish groups for example doing this, and lots of GA were deleted.

How to report these guys btw? I sometimes wanted to report these people that openly state in full caps that their game is region-locked, but never actually did since I had no idea under which support category that is supposed to go :c

If they say this in description then you have enough proof, the category is "delete giveaway" and then reason "region restricted".
But anyways I try to just avoid this kind of GAs if it's made for some specific group, or just say to the creator that here might be ppl from other regions as well, without reporting.

Actually, the "Delete Giveaway" ticket is meant to be used by the giveaway creator. If you are just reporting it, use the "Other" category.

I could have sworn mods have stated that it's only allowed if you do it in private groups, and even then the creator is still responsible for making sure that noone unable to redeem it is able to join, hope a mod can shine some light on this.

I have stated that in the past. Then I was taken aside by the other mods and informed of how things are no longer done that way. All giveaways using the SG giveaway function must be non-region-restricted.

I was part of a four-pack split (Age of Mythology, SEA region). The "bug" where a game was marked region-restricted but still able to be redeemed is no longer a "bug." Now, you cannot play the game outside of the purchase region, even if you decide to redeem it to your account.

Try going to Gameminer.ru or maybe some other GA site that I don't know about...or maybe, as has been suggested recently for games that just aren't on the SG list, try using something like itstoohard.com to run a puzzle GA that doesn't involve SG at all...alternatively, PERHAPS you could use these forums - make a thread stating very clearly that you have a region-restricted gift to give away, have people pick a number between 1 and x00 and then use one of those random-number-generator sites to pick the winning number...there ARE ways to give them away here, just none that will increase your CV

i don't get it. rules clearly state you can't gift regionlocked games. you also have been told here that you can't do it. yet you have a payday giveaway. did you find a way to buy it row? if it's not something grinding like trading, please do tell. i'm living in a locked country as well. it would be useful to know.

if you live in locked country only way for you is either to trade for ROW gift copies with trader from non-locked teritory or tobuy non-locked keys (for example from official retailers).

...which means that the receiver will have to mark it as "not received." That sort of contradicts the point of making the giveaway in the first place.

At this point, he could either get hold of an ROW copy, or he could ask for the giveaway to be deleted. I am in the same situation with one of my own giveaways, as the "ROW" copy I bought turned out to have the new restrictions on it (which show up only when you try to redeem the game).
