Regarding the influence of having many games elegible to get booster i think it influence your possibilities to get packs cause the system need to compensate the scarcity of cards due to many people fusing them to get medals. When there aren't many cards for a game in the wild anymore, valve give away packs to rise the numbers, if you are eligible to get booster for that game then i think it checks your level to see how many chance you have to effectively get it.
Long story short if you're elegible for many games i think your chance are slightly better.

Nothing. Then again, I wasn't able to play any of my Steam games until three weeks ago (due to my laptop being destroyed a couple of months ago), so I still have tons of catching up to do before I can qualify for more packs. (That said, I already qualify for DLC Quest and Super Meat Boy packs)

I'm lvl 20 w/22 eligible games (excluding F2P, since you have to spend $9 per every 1 card drop).

1 McPixel
1 Super Meat Boy
1 DOTA 2
*1 TF2
And for the record, you don't "find" them, Valve sends drops to eligible players completely at random.

How can I get a booster pack?
Once you have received all of your card drops, you become eligible for a booster pack, which is a set of 3 trading cards that may include both basic and foil cards. Booster packs are granted randomly to eligible users as more badges are crafted by members of the community. Make sure you log in to Steam each week to maintain eligibility.
Once eligible, your Steam Level increases your rate of receiving a booster pack drop: Level 10: +20% increase in your drop rate Level 20: +40% increase in your drop rate Level 30: +60% increase in your drop rate Level 40: +80% increase in your drop rate Level 50: +100% increase in your drop rate (i.e. the rate has doubled) Etc.
