It's up to you, really. If you would be happy paying $40 and getting to play ~6 weeks before the next major sale which may or may not hold a better price, then I'd say go for it. :) If you are in no hurry to play and wouldn't mind waiting then there shouldn't be anything to lose. They should at the minimum have this same price again for the Winter Sale.
If you aren't needing it in Steam you can get it for around $31 from GMG. Whether you buy it from Steam or elsewhere they are all required to activate via Rockstar Social Club, so there's no difference, really.
EDIT: I should add you can still play with everyone in the Online Mode - Steam users included. :)

I was thinking about buying Witcher 3 or GTA V since I got quite a lot of money from selling cards, but I am a cheap person thanks to all those bundles so I will buy them when they're cheaper......and I have tons of other games to play anyway.

I was thinking EXACTLY the same thing... What just turned me down was the negative reviews. If you see them all, there's only one complaint. If you think that the common problem is relevant as I think it is, you should wait for bigger discount like me...

my biggest warry is hackers in online mode, i play alot of SAMP in the meanwhile, and i know they are gready bastards but the game ideea is so beautiful :((, and the fight modes :D the shooting etc is so nice :D

I played it A LOT on PS3 and there were no hackers there.
Trust me, this game can be REALLY disappointing if the hackers came like they did on Call of Duty 2 and Red Dead Redemption...
GTA V without the online mode fun is just like some other minor game. :(

I want it but it's so damn expensive in my country wouldn't have got it of GMG pre purchase but I was promised through some VIP thing I would get it, but that turned out to be lies & now GMG & steam etc increased the game's price in my country & our dollar has weakin so still rather too expensive for me :(

If you have time to start playing it right now, I'd say just go for it. The price might be a bit lower soon, but with the way sales are going for the game I doubt it gets that significant of a discount.

Too late now, but I would have bought it. I honestly doubt it will get a much bigger discount, if at all. I think the price will be the same. Either way, it's a game that is definitely worth the initial 60€.

"worth 60e" that i don;t think so, from that start i set a cap limit at 40euro, as the game stil has problem and will continue to have problems, hacks will be developed on a monthly base as there ar request for such things that ruin other people games.

Well, to be honest, my opinion is that it's worth 60€, and getting it for 20€ off is a great deal. I just don't think you'll be able to get a much better, or if at all better deal out of the winter sale. The game is great for single-player, and as far as hacks in multiplayer go, you can always enable passive mode and nobody can kill you or hit you. It's better to turn the passive mode on, because assholes always kill you for no reason.
The MAIN problem about the game and the multiplayer is that it keeps kicking people out for no good reason specified. The servers are really weird and you can wait for a lobby to fill up for a long time.

Yeah but don't let that put you down. It's an awesome game just for the single-player alone. If you have other games to play, then wait, but I honestly doubt it will be any cheaper.

It is up to you. For the steam summer sale, rockstar increased the price of GTAV to more than $70 I believe and they put a discount on it showing that it is $60 with sale. They might do the same for the winter sale. I think you might have to wait till next year for a good discount.
