No need to, you can download the Source SDK which contains all the needed files and the engine for free to run it. (By the way, you can also use Team Fortress 2, which is also free so...)

no you dont have to own a game with source engine.
its enough to have the source sdk package which is free in steam store to get Black Mesa running, I have done this myself and at that time I didnt own any source game and it worked just fine.

Meat boy was a free game before the major debut in PC as : Super Meat Boy. It is a good flash game.
Flight: A flash game that is wonderful and entertaining to play. Throwing an airplane as far as you can with weird and cool upgrades.

Okay, so I will never stop pushing Pseudolonewolf's games, because he's awesome and poor...
So, without further ado, you should play Mardek. Though the first one (and the first bit of the second) are slightly boring, it's a super-fun and funny RPG. The art, music, writing, and game design - everything is done by this guy. There's a lot of Easter Eggs and humorous dialogue/descriptions. It's a simple game that just plays in your browser... but you should definitely check it out!

Well here ya' go. Most of them are or at one point were free, however some of them may have been in betas and have since been fully released and need to be paid for.
And that's about it... There's probably a lot more out there which are good, however these are ones that I thought looked cool.

I'm looking for games that are OFFICIALLY and LEGALLY free.
It all happened when I was looking at the new Hate Plus and it's prequel Analogue, I didn't really had the money to buy the games (having in mind I didn't had the money to buy the Pewdiepie 1$ bundle, much less this), but I found out it had a freeware prequel called Digital: A Love Story. So I decided to give a try. And I liked it a lot. I honestly wasn't expecting to have much fun with free games, but I guess I was wrong.
So I was thinking, what other free games are fun and cool to play? Sure, we all know Edmund's games from The Basement Collection are all free, but I actually like to throw money at that guy's face, so I bought that one anyways.
And please... No MMO or MOBAS.
