Does indie gala allow it?

It doesn't matter what they allow or not.

You bought the key, you can give it to who ever you want. They have known about this site for a long time, heck they even run their own giveaway site.

If it's in the drop-down and you have the key / item in your inventory, then go for it.

Indie Gala and Be Mine allow this. Unlike Indie Royale and Humble Bundle.

Some SteamGifts users sent the question directly to Indie Gala and Be Mine support staff some months ago and reported their replies here. About Humble Bundle and Indie Royale instead you can see here and here.

They should add that information in the FAQ. Do you want suggest them? I'm quite sure they'll sort out the problem.

Anyway, if you read that thread, in particular this message, I think you can see it's a quite reliable source, in my opinion.
