I just purchased 4 games and accidentally now just realized I paid an additional $1.50 in tax. I thought tax was included in the prices of the games? Even more, I looked up purchase history and have never been taxed in the past and I am paying steam wallet. Anyway I submitted a ticket with steam so will see what happens. Oof..

Unlike with Europe's VAT, preassignment of tax fees basically never happens in the States. Even in the rare cases where a store goes through the effort of precalculating in taxes into listed prices, it's my understanding* that the seller is still required to visibly indicate what portion of your final cost was from taxes (meaning you'd still see a separation of costs in your Steam cart either way).
Finally, there shouldn't be any exemptions on sales tax for video games anywhere in the States (or any of its territories, now that Guam has created a sales tax of their own), so [assuming you're not in Guam] Steam should have always been charging you a tax, outside of the circumstance of you paying in Euros or there being a glitch.
*Since the consumer-end visibility of sales tax is one of the major points used to favorably promote it over the more consumer-convenient VAT.

Oh, I forgot. Some States never established a sales tax on digital goods, but their number have slowly been transitioning toward implementation of such over time. That seems like a likely enough explanation for the sudden change on your end; At least, it's something you should be able to quickly confirm or invalidate via Google. :)
Googling myself, it looks like Michigan'd be the most likely suspect, since they seem to have had a change end-of-September.

I don't know if this is a silly question but I'm debating on getting Middle-earth: Shadow Of War Definitive Edition but, as silly as it sounds, I would prefer to get it during the Winter Sale when there's a Steam event going on (cards, crafting, etc.). I'm pretty certain the discount will be the same. Usually the prices on this sale, the black friday sale and winter sale are the same, main difference being that usually more games are on sale during the winter sale. If the prices are ever any different, they are cheaper.

Does it worth waiting two months to get two cards each wort like 6 cents, while already paying 25 bucks? If you want to play it in the next 1-2 weeks, and preferably finish before the winter sale, then buy it. Otherwise I think you're better off waiting.

I dunno, I've been struggling with the decision for this Halloween sale debating whether I should get it or not. I do know that I want to get SoW this year.
I tried the free play period in late Aug.- early Sept. for 5 hours and loved it. Convinced me that I will definitely get this game.
I'll have some play time in the next 1-2 weeks, but find it unlikely that I will finish the game by then. I still have a backlog of games I'm trying to finish, and some games are coming up (Crusader Kings: Holy Fury DLC drops on Nov. 14).

This isn't actually a specific Halloween sale item, but I figured I'd note that a very Halloween-appropriate game released yesterday (and that I picked up immediately): The Witch's House MV
It's 10% off right now, but it's worth full price. Very awesome game with awesome story-telling and awesome atmosphere. AAA game, IOW. =P But really, if you're good with RPG Maker horror games, this is one of the best and most definitive ones out there. The free version has been out for a long time; this is a remastered version that comes with enough nice additions to make it worth buying. So if anyone's in the mood for a spooky game still, there it is!

I enjoy achievements when they're actually reasonable for doing things in the games (IOW, screw those 1000+ achievement games for turning it on XD) and I think The Witch's House is a fantastic one for them. There are so many creative ways to die that having some to give hints for the more obscure methods would encourage players to look for them, or to feel rewarded for doing something wild. I wasn't sure if they'd be included, and I didn't want to post asking about them on the boards (I bloody hate it when games immediately get nailed on their forums for trading cards/achievements, so I'm not gonna be a hypocrite and do it myself), but this is one of the few games I was actively hoping would have them. Thanks for the heads up!
