Because the point of the site is not to win games to give away. It's to get games that you want to play.
You win them and enter them because you like it, need it and want to play it. If you don't enter for that reason don't enter at all as there are plenty of people who want the game and don't have it.

Especially during sales - I get more points than I can realistically spend (and too fast). So I am forced to enter into random games to maximize my overall chances of winning anything.

Only if you feel like you are forced to enter, it's up to you. It's a really bad excuse to enter giveaways of games you don't want just because you have "too" many points.
There are times where there's nothing interesting and times where you would like to enter multiple giveaways. The first time you don't 'need' the points but the second you do. How would you program the system to react to the movement of your thoughts?

Because there has never been a time where there were 300+ points worth of giveaways I REALLY wanted.
And I'm losing points, because the system doesn't allow to accumulate over 300 (rightly so. Imo gain should be lower, and cap should be 200 or so to make this less of a factor).
It's human nature to make the most of what one has/gains - in this case - more entries means a higher chance that I will win SOMETHING. Allowing to get over 300 points (which are lost) directly reduces my overall chances.

Possibly there haven't been a time where you could have spent 300 worth of points on giveaways you are interested in, but that doesn't exclude others.
Whatever the point cap/gain is, there are cons and pros. Probably you would like to have the most stable ratio, but the current doesn't look that bad to me. At least I don't see a real issue with it which could be changed by reducing the cap/gain. There are multiple things which affect the amount of points you gain from time to time and it's not very regular. What kind of fixed system would you suggest that takes into consideration all of the variations?
Also don't put it on human nature, it's up to you. :)

Like I mentioned, points should be made more valuable - make a smaller cap and smaller gain. That way, people would be discouraged to blow them on randoms.
Or perhaps increase the cost to enter.
Now this does not inherently solve the problem, but it reduces the margins for error (and by error I mean that blowing 50/300 is much less 'risky' than 50/200).
Perhaps make it so that entering into wishlist giveaways costs the same amount of point, but non-wishlist ones cost more. To prevent abuse, make it so that the system checks when the game was added to the list.

No it shouldn't be allowed. It would be easier to manipulate a winner if it was allowed, especially for people who have an endless list of Steam friends - you could just get all of them to enter and end up with 100 entries into a giveaway by using your friends accounts.

Okay so my example was a bit extreme, but even so, rules are rules and CG could technically make a rule that all of our avatars MUST include a picture of a pony in order to be eligible to enter giveaways and we'd have to oblige if we wanted to win. Fortunately CG is a lot more sane than that and we only have rules that suit the majority :)

Listen bum. If your friend wants the game let him enter the giveaway. There are at least a hundred people every giveaway who enter because they want to play the game. If you tagteam and double account with a friend to win games for each other it is unfair against all the others who actually enter giveaways to win games for themselves.
I'll even explain why it is unfair as your brain probably won't get it. If you pool up your accounts you enter giveaways based on what both of you want hence have a minor advantage against others.

First the perspective of the one who creates it: He gifts a game,he gets nothing for it,he wants to make someone happy who will enjoy this game.
The winner A: He is happy that he won the game and will enjoy it
The winner B: Is doesnt care about the game,he just grabs it because it is free
In both cases the winner stays a winner,but B is annoying for the one who created the giveaway.
If your friend wants a game he should register and participate
All you want is this: "I want allowance for trading away my won gifts and I want to get multiple chances by having friends entering for me"

As im new to the site and i didnt find anything on the faq what would happen in the case of someone winning say multiple copies of the game say by accident from entering for that game they want so much. Does the second one not get sent out or does it just get idk lost in the voids of space or put back up in giveaways? I know newbie question. Firstly the chances of winning twice the same game without the account resyncronizing is slim to none.
Secondly when it does happen it's a really special case and you can contact support of speak with the guy who gave away the key what to do. From there on it's up to diplomacy if to reroll the giveaway, let you keep it and give it away or something else.

The site doesn't handle the dispensation of games. The people making the giveaways take care of that themselves. It's a pretty rare occurrence for someone to have duplicate wins of the same game, but, as jade said, yes, just make a support ticket and the matter will be sorted.

Well, I had that special case some time ago, where I won two similar games just really at the same minute. I activated the first one and regifted the second one to our group, because I thought it would be easier and less complicated. Just a special case this time and nothing happened.

If you're a gift-giver, it's beyond trivial to go to one of your finished giveaways where the winner has marked the gift as received, click through to their SG profile, and then their actual Steam profile, and check if the game is in their inventory list. If it isn't, but it was removed from your inventory, they clearly have broken the rules by transferring it into their inventory OR gave the email link to someone else.
Then you make a support ticket, and a mod takes over from there.

We're sensitive to entitled whining fuckspigots begging for games/"I entered 500 giveaways and didn't win anything"/etc. This guy came in with an attitude, and he's been suspended for it.
If he had come in with a topic like, "How come you can't re-gift games you win? It seems to me that that's an unnecessarily restrictive condition to place on someone since, after all, it is now their game once they win, so shouldn't they be able to do what they want with it?" I think this thread would've gone quite differently and he would still be allowed to use the site.
Moral of the story: Expect people to treat you the way you act, and if you act like a toddler, don't expect to be treated as an adult.
