I CANNOT believe nobody mentioned "Hotline Milwaukee" from the highly acclaimed Devolver Bootleg collection. On top of it you get another 7 great games bundled in. What a steal at this price!

GARAGE: Bad Trip looks somewhat like Hotline Miami, I don't know if it plays the same though.

Mr. Fast probably fits. It's a wee bit janky, but fun until you hit that one level (or lose interest--it does get a little repetitive).

Redie is fully free and very inspired
Anger Foot not yet released, but defitinitely had the HM feel
Didn't play it, but saw people comparing Ghostrunner to HM, but with bonus parkour

Also Hero Siege is nothing like Hotline Miami, it is a (very uninspired) hack n slash game

I can recommend you Splatter - Zombiecalypse Now. I played it myself and I didn't expect such a good game for just only 1$ (price on sale, I won the game on steamgifts). It's short, but for me it's a big advantage. To be honest, it's really, really good game. You won't be disappointed. :)

Edit: I remember that I (and many more people) had problem with starting the game and I even managed to write a short tutorial how to fix it on Steam page (it's simple). :P

Police Stories is a slower, more tactical game than Hotline Miami, but it still involves the same sort of "quick kill, quick death" combat style.

Not sure if Glitchpunk qualifies. Also a bit slower paced but Hotline Miami kind or gave me True Lies (SNES) vibes when I first tried it.
