I believe your account is only in danger if you use a proxy to buy/activate something. If you buy a key from a foriegn language site, Steam seems to be okay with that (my copy of Space Marine is still here and I got that from the Spanish THQ store).

You have to make an account to buy with CC, the code appears on the main page of your profile. Also, it does run for another 5 days, according to the time, but the last timer they had cut the deal off when the clock said 9 hours remaining so take your time but don't leave it to the last minute.

The page for Cities in Motion Collection says it uses the Steamworks tool, so yeah, that means it should.
