Is it now allowed to win games on SG and not activate them, then sell the keys?
no
I stumbled upon an SG user, who has won around 50 games and didn't activate a single one

Making a new ticket just backs things up and also bumping a ticket will move it to the end of the queue if I'm not mistaken.
Support are people just like us who choose to volunteer their time to helping SG members. Support can take awhile to get back to you cause I don't believe there's a lot of them compared to how many people use SG.

I always assumed it was something they said to prevent people from doing that. :P

To add something more: You can get banned for creating more tickets of the same topic.

that's highly illegal and perpetrator will most likely be shot at sight when sg police stumbles on his profile. Considering you've reported him, there isn't much more you can do

At first I thought the same, but since this person is doing this for over a year, I thought this may be some policy change. Here are a few examples.
Games wins not activated
There are some rare cases where some base steam games are not recognized as owned. This site uses a whitelist for not showing those games, if you find one please report it in the Official forum thread.
Also games that are "Deluxe Edition", "GOTY" or in general a bundle of game+dlcs in a single app (not in a steam package) are usually a false positives.
Envoy won on 2016-11-19
Red Goblin: Cursed Forest won on 2016-11-26
(Here are many other not activated games)
The Seasons won on 2017-12-23

any Gift you receive is for personal use, and must be activated, or redeemed by the Steam ID associated with your SteamGifts.com account. The Gift should not be used for other purposes, including by not limited to, trading, selling, or regifting

Bah! I can never find these hidden GAs in these junk Discussion topics

If that's the case they should of had a perm ban a long time ago in my opinion.
From what I gather someone can serve 1 suspension for 1 game or 50 not being activated depending when support became aware. If this is indeed the case then this needs to change. The people who have numerous violations should be perm banned. It's not hard to follow the rules.

Yup they most likely were never reported and SG members sending in reports are the only way they know.
It would be nice to see more people take a minute or two to run a check on SG Tools and turn in reports on people who violate the rules.
It would be nice if SG added something like SG Tools checker into this site.

You would have a huge problem there in case that sync fails due to Steam API issues. Suddenly you would have all your wins not activated. My guess is that this happens way to often to refer those cases to support to check manually.

Holy crap, never seen a Non-Activated page so LONG!
Which category did you use to report him/her? Some take longer than others, if you used User Report then you can forget getting an answer in the next few years. I would suggest Request New Winner > Did Not Activate Previous Wins This Month and explain the situation in the ticket, saying that (s)he didn't activate 40+ games.

I am wondering why it is just a 5+ (nearly 6) months suspension and not a permanent one.

I reported in both categories. Too bad, that I found some my old tickets hanging for 5 years now. So, User Report seems to be not good option to report abusers. Its kind of sad, as there is no other option to report such users if he/she didn't win any of your GAs.

There is the Other category, but I don't know how fast it is.
You can check some stats here, for example User Report has 18 119 open tickets, Other has 1 398.

And the user is not suspended permanently.
Thank you for checking your winners and preventing him from going and going.

Report him and add a https://www.sgtools.info/ link in there. It will save a lot time for them. If you give the mods all informations he should be banned instantly. If you just write something like "This guy here is a noob who never activate a gift" you will wait months/years.

I have a ticket from 18 Nov for a guy who was trading the games he won. Don't expect a fast response from the mods.

Cases like this I feel "calling out" is 100% allowed. That is some BS... 50? Should have been perma-banned after 5. No excuses...

Hi. Recently I stumbled upon an SG user, who has won around 50 games and didn't activate a single one. He is doing this for over a year now and It seems that nobody cares. So I tried to search for some info about new policy on SG, but I couldn't find anything. I have no response from the Support. So, maybe some of you can help me and clarify the situation. Is it now allowed to win games on SG and not activate them, then sell the keys? Since it seem like nobody cares then maybe there is some new rule on this site? Please send me some information, so I would know what to do now.
