A blacklist is a sheet of black paper which you can write lists on, you usually have to write on it with white-out if you actually want to be able to read it in the future though.

Alright, well you know what a whitelist is?
A whitelist is when something is closed to (most) everyone, and to be able to use it, you must get permission from whoever is in charge, if they approve of you using said thing, they will then put you on a whitelist.
A blacklist however, is pretty much the opposite, something's open to pretty much everyone, but if you do something against some rules, or something that ticked off whoever's in charge of said thing, they can put you on a blacklist, revoking access, permission, privelledges, whatever.

When a private giveaway has a blacklist, it means that anyone who is in the list must not enter the giveaway. If one of the list's users enters and wins the giveaway, the giveaway's creator may request a re-roll (selecting another winner) through support.
A blacklist must be approved by support BEFORE being used in giveaways. Using the blacklist isn't possible for public giveaways.

It is neither a bad thing to have one, nor a good thing. If you do choose to have one, however, then at least be honest with yourself about your reasons for it. Personally, I choose to let the slights, insults, and offenses of others go whenever possible. I find that the negative impact of holding onto dislike and similar feelings outweighs any benefit I might gain thereby.
