The first two Max Payne games or Vampire: the Masquerade - Bloodlines, perhaps?

Masquerade bloodlines might be a good idea, do you know if it works with win 7 64bit

It works fine.
I'd highly suggest installing the latest unoffical patch though.

I would be careful with Bloodlines. I have Windows 7 64bit system and it initially had many issues. Issues so bad that I couldn't even start it up. The unofficial patch has fixed all those issues for me on my system, but many other people still have problems, so I've read.

I cant start it uo even with unofficial patch and win compatibility...there is still work to do, till then, it was just waste of money for me :(

Morrowind and the first Deus Ex would also be a good choice.

Its an AMD, and he has an SSD because his HDD broke and his dad insisted on putting an SSD in as a replacement

You dont need one, no, but it does make old PCs run a bitchton faster when you cant warrant spending 500+ on a decent PC
Source: I have an SSD on an old laptop

GTA4, GTA4 EFLC and Test Drive Unlimited 2 are pretty demanding games. But the rest are good games which do not require having a high-end PC.

Cave Story +. Or you should try going to GOG.com. It's a great site and there're a lot of old games available right there.

Jedi Knight Collection. I heard Dark Forces II and Mysteries of the Sith may problems with Win7, though some managed to run them. The rest definitely work.
If he hasn't played it yet and is an RTS fan, Dawn of War with expansions is a good choice.

Anno 2070, Crysis, Max Payne 3 :P
Seriously though, I'd recommend F.E.A.R (wide range of settings and whatnot to optimize it. Also, old), Far Cry (worked fairly well on my old GMA 965 -.-), Tomb Raider Anniversary. Old stuff + Indie stuff was what I played on my old craptop, and that laptop is far better than my old one. Also, ADVENTURE GAMES (Sam+Max, Monkey Island, etc)!

Age of Empires 3 (RTS)
Company of Heroes (RTS)
Morrowind (RPG) Get the overhaul as well (though the site seems to be done now so moddb link)
Knights of the Old Republic (1 and 2, and the mod for 2)
Endless Space (TBS) (I played this on my 5 year old laptop with intel graphics)
FTL (RTS/Rogue) (it's on sale now!)
Dungeons of Dredmor (Rogue) (Cheap and well worth the money)
Galactic Civs 2 (TBS)
Multiwinia (RTS)
Civ 3 4 or 5 (TBS)
Romance of the Three Kingdoms XI (TBS)
SPAZ (RTS)
Sword of the Stars Compelte (TBS)
Don't Starve (RTs.. sorta?)
Legend of Grimrock (TBS classic style game)
Most I've listed I've played on a very low end laptop. And played them fine, so I assume they'll run find on this laptop. Unless it somehow has worse graphics card than intel.

Take a look in my game library, all games I have you should be able to run at low-mid settings =]

I am wondering what to get my brother for Xmas in the Steam Christmas Sale when it arrives, and he has an acer aspire 5552, so I can't buy anything too taxing (it has dual core 2.1ghz processor and Radeon HD 4250, has ram upgraded to 8gb and an SSD) So I was wondering if there is anyone on here who can recommend some games that aren't too high spec - preferably not indie games, as he doesnt care for them, preferably, RTS, RPGs and Shooters, but other stuff as well. Thanks For The Help!
ALSO: HAS TO BE WIN 7 64BIT COMPATIBLE!
