So basically I am fighting with my PC (or rather struggling to play on it) for pretty long time.
I was sure that it's my internet performance and I couldn't do much about it after calling my provider few times and them fixing ALL the problems they could find.
The thing is that it appears that it wasn't provider's fault as I moved to different place and still get the same shizz.

Problem looks from the perspective of the casual player not really existend, but for me since I've been into competitive games is pretty big.
It looks like this: You play with ping 30, and then suddenly for about a second ping goes as high as possible to go down again after THE second (maybe not even a second). Sometimes I get warning about disconnection too even though it was just a second. For games like CS:GO it really matters.

My specs are good for the games I play.

I am using WiFi, but it doesn't seem like THE problem cause I changed my WiFi card and the problem still occurs.

Like I mentioned I moved to different place and by that I mean 400kms away. I think I should be more precisse.
I understand that something can interfere, but mate plays in room next to me and has no problems on the same internet.

sounds like you have interference on the same channel as your wifi - see if you can change it to the 5ghz range instead of the standard 2.4 - this often solves some problems - if you are able to do that on your setup that is

I had similar problems when I had to live in a different house for uni. It turned out to be the wifi for me, I ended up buying a powerline ethernet adaptor which helped (though this doesn't work in all houses, depends on the cabling). I highly suggest using a wired connection, or at least use one temporarily to test if that is the problem.

I use xfast lan its a traffic shaper, Im not really entirely sure all of what it does, or how, but I had the same issue as you are describing, and this solved it for me. Despite the name, works for wired or wireless.

Two things .... Interference on the wifi channel , or spyware .
Try another Wifi channel just in case (or try cable )
IF possible , try a clean install and be careful about what you install , or , if you know, install a firewall and analyze what you have running when the issues happen.

If you are on wireless and others are also playing games you are either sharing the same channel with someone else or the router is getting overloaded from all of the packet action. A new router may fix the problem but I prefer to play over Ethernet to avoid these issues.

You may be using the same WiFi channel your neighbors are using. By going to your router's website, change the WiFi channel to a different GHz. To put into perspective: you and your neighbors use the same road to go to work, causing slowness. To avoid that you drive on an alternative road to go faster.

There was a program I downloaded to determine which WiFi channel is used the least, but I forgot the name of it.
