Fine is this better? Something that sells well or is popular doesn't mean quality over something thats not as popular or sells less.

Penny Arcade 4, just finished it and totally loved it.

Dungeons of Dredmor. A near infinite amount of fun for a very low price.
Legend of Grimrock. Not the lengthiest game in the world, but it is a really good one, and on top of that, there are user-made dungeons for it as well!
System shock 2. CRPG meets Shooter, and it is better than Deus ex! Incredibly atmospheric.
IL-2 Sturmovik (if you have a joystick). Still one of, if not the best WW2 flight sim on the market.
Europa Universalis: Rome. Not Paradox's absolutely best game, mainly as it does not have the same amount of replay value, but you can get the complete game+expansion for $10. It will give you far more than $10 worth of entertainment.

Saints Row 2 if you can handle a pretty bad port, it will give you 50+ hours of content, more then any other open world city type game.
Just make sure to get the unofficial patches and Gentlemen of the row mod.

Although this is a really broad question. Do you mean games between $1-15 when priced regularly, or does that include when items are/have been on sale? Cause that really opens it up, there are a lot of games worth getting, depending on what kind of games you like.
