Leveling up will happen depending on the value of the games you gave away. First these giveways need to end according to the delay you chose. Then, the system will prompt you to contact your winner and gift him/her the game. Once the winners has confirmed reception of the games, the system will take it into account.

We win giveaways by entering them, the winner is chosen randomly.

The P are used to enter giveaways. They automatically replenish over time, you just have to wait.

You level up by creating giveaways. Your level goes up by some amount when the winner marks the giveaway as received.

You win giveaways by spending points (P) on giveaways and having luck with a random number generator. Points are generated automatically depending on how many giveaways are created. The point cost of a giveaway is based on its cost in the Steam store. A $20 game will cost 20P to enter while a $5 will cost 5P to enter.

So many questions, so little time. You will find all the answer in the mysterious FAQ that no one ever bothers to read.

Despite all this, I really can't see how can someone not get what giveaway means :S
