At this point, my primary consideration is if I will play the game immediately. My backlog is ridiculous and the price degradation of games has become so amazing in the past 6-9 months, that unless I will play something now, I will wait for it to get a massive discount or go in a bundle.

1) Does it appeal to me?
2) Does it have a lot of replayability?
3) If it has online play, do I know people who will get it / already have it to play with?
4) Does it have something to differentiate its self from other games within the genre?
5) Are the overall reviews for this game adequate?
6) Does this game offer decent graphics?
Guild Wars 2 is the only game coming out that gets positive scores to all 6 of these prerequisites.

Price.
Reviews (Metacritic is where I start, then I read IGN's review. If the game is not on Metacritic, I go to Rock Paper Shotgun.)
Multiplayer.
Achievements and replayability don't matter at all. I just need a good game experience that's not too short.

Everyone puts a different value for each aspect of the a game, but for me it would be:
In order
Fun
Replay Value
Controls
Music
Price
Time investment
Things that make me not buy a game at all include
DRM
Poor quality
Fixed cinematics
Bad controls
No replay value
Some of both
F2P games
Paying for aesthetics
Fixed price games, non-mmos
Achivements (only if they add actual items or stats to a game)

When I plan on buying a game I always think about how much fun I'll have for the price. I don't mind spending $60 for a game but for the price it better be a damn good game. If a game costs me $2.50 I don't care if I only get 5 minutes of fun out of it for the price.
Replayability is also a strong factor because I would hate to spend $60 on a game like Syndicate, which wasn't a bad game but it seemed as though it lasted a whole 10 minutes before you hit the end credits.
This is why I think games with high scores like Mushihimesama Futari or DoDonPachi Resurrection have high replayability because people can always compete for the highest score and the games don't last for too long.

I consider how much fun I will have while playing. Games aren't about price or achievements (though achievements do add to the fun of the game) or anything like that. I would never buy a game if I didn't think I'd like it. If a 5 dollar game is fun to play, it shouldn't matter that it's so cheap. If I have to pay 60 dollars I'm fine with that. In conclusion.. Games are for fun. I also don't walk into a game store not knowing exactly what title I'm looking for. End of rant :P
