example ive only won 3 game last 3 yrs with 1k plus entries. i see people with 100 entries and 64 games? doesnt that seem odd they have so many wins with lack of entries?

Can you be more specific about somebody who has 64 wins and only 100 entries? I don't think I know anybody like that. Are those wins from public giveaways? Whitelist? Group? Private giveaways? What lvl? How many entries in each of those giveaways?

Have you taken into account the amount of total entries in the actual giveaways they entered? Most likely private groups with only a few members, maybe?

Its perfectly fair. The groups with all those giveaways only work because everyone in them keeps giving stuff away. If they were filled with people that don't donating anything, there wouldn't be anything to enter.
Be happy that you got three games for free. Don't ***** about the people who won 50+ games after giving away just as many or more.

Giving games doesn't give you a higher chance of winning. It only allows you to enter Higher level giveaways, which is set by the giveaway creator. Probability of winning is only based on the number of entrants vs copies of game.

These giveaways exist because people give them away. Without giving there is no taking.

Well it should, and I'm happy this is this way. Some people, like me, create GAs to gain higher lvl so they (I) will be able to enter GAs with small amount of participants to have a better chance to win games. That's one of the reason why people create GAs. Without CV points, some people might loose motivation (If you would participate in forum disscussions you would see threads like 'road to lvl5' and such) and there woulnd't be any giveaways at all!
Anyway, right now I don't have job and I certainly don't have money to spare, but I was able to create few giveaways with Humble Bundles. It ain't much but I hope people who won them, will enjoy them and so far it's good enough for me. And it all just cost me 1 dollar, it's a price of a decent beer in my country.
So, as a leacher, you shouldn't expect big wins or big symphaty from people who actually give something from themselves. Of course it's easier to cry that it's unfair (hmm... It's popular to say something is unfair when things aren't going how you would like them to go, especially in some social groups ;P) that do antyhing about it, and spend that one dollar to gain at least lvl1.
Change your attitude, participate in site disscussions, GA something, be nice. Without that you still will win with ratio 1year:1game

there's no such option, but you can create your own Steam group, invite/allow only users who never donated and create a group giveaway.
or you could make a private giveaway and only give the url to users who never donated.
Edit: If you want to give away to users who have never won before, there was already a group called CherryPoppers clicky
