I really enjoyed dekaron/2moons before it became p2w and riddled with cheaters, also Vindictus, but got bored around lv 60. Most mmos have these issues, but hopefully I'll find one in this topic that doesn't ^^

Star Wars Galaxies - pre NGE, and to a lesser extent, pre CU. :) - had some pretty epic rebel vs. imperial battles back in the day, along with the occasional-to-frequent bounty hunter attacks.
The game was pretty wide open too, so at any moment in the wild you could be hunted down... wish it didn't go kaput :(.

For all its flaws, I still consider pre-AoS Ultima Online to be the best MMO that I've ever played. It gave the player so much more freedom than any other MMO that I've tried, and it was a game that encouraged people to play together in more ways than just "go kill monsters". Also, due to how gear worked in the game, you were not required to dedicate too much of your spare time in order to stay competitive
Guild wars 1 was better from a pure gameplay point of view though, and this is the MMO that I've enjoyed the monster/player killing in the most.
