Freedom advocates around the world have developed lots of methods to circumvent Internet censorship. They just use whatever they have, including VPN and many other ways. VPN is only a basic one and most public protocols have been detectable (unusable).

Well, how to circumvent censorship depends on how the network provider censors your traffic. Honestly speaking, most of our ways can be categorized into "forward proxy". So I'm sorry to say that I cant give you some very specific advice.
If you are looking forward to protocols for "forward proxy" that can bypass the detection, go to GitHub and search for topics containing words like "proxy", "tunnel" or "anticensorship".
