I thought you weren't able to enter for games you had

And yet, some guy just won Half-Life 2, and he has won it about 2 times previously before. I thought that would cause him to be unable to enter? Or is that only for games you have bought?

His profile is private so suppose SG can't sync with his game library.

You can enter multiple giveaways for the same game if you don't have it and then win it few times.

On one of the giveaways, he marked it as "not received". On the other, it's still awaiting a response and that giveaway ended about a week ago.
