Imagine I win a giveaway and i receive the CD key via e-mail.

I don't activate the CD-key.

Then I create a new giveaway with the CD-key I've won.

Can I do that?

One user just did that

I had a giveaway few days ago Deus Ex was the game. The user won, and now he has a giveaway with Deus Ex.
I've looked into his Steam profile and he has no record of activating Deus Ex key.
I'm thinking he is using the key he got from my giveaway.
I've reported him already.

No you can’t. I did it with my first win/giveaway when i entered everything and in the end i won game i wasn’t interested in. Needless to say, i got suspended.

No, because then people could abuse that to get infinite CV. Also, if you aren't activating it because you don't want the game, then you shouldn't have entered that giveaway in the first place.

You should probably remove mention of the name, considering that constitutes calling out, which is against the rules. Just report them or the giveaway

Considering this and your question in OP, I advice you to read the FAQ/Rules and Guidelines.

Edit, also, if you think the person regifted, create a support ticket for it. In the case that the person won one of your giveaways, ask for reroll.

Edit2: nevermind, I just read that you already did report him.

When you are filing a report, make sure to use this address instead of the link on the person's profile (otherwise support staff cannot see your ticket).

Use this format:

[User Report] USERNAME OF THE PERSON BEING REPORTED

"Other" Category

User: USERNAMEOFOFFENDER
Reason: Trading or not activating won game.
URL: RELEVANTURL
