Broken launches are usually due to publisher set deadlines. But Arkane also delivered a broken Dishonored 2 recently so that's not much better

Pretty much all of their games they've ever released has had major technical issues on launch, with the exception of the first Dishonored. Arkane Studios is no reason to think it would be any different than your average Bethesda game.
Do love their worlds though so I'm hoping Prey will be an exception like Dishonored.
