There may be a way around this: Get into contact with someone from outside Japan, make a deal that nets you Dark Souls. I did it once for a guy who wanted the FEAR pack but couldn't get it normally. Got Terraria out of it. Apparently this wasn't uncommon regarding Australians trying to get the uncensored version of L4D2.

No idea if this also is against the TOU.

it would be Namco Bandai's fault wouldnt it, can u buy their other games on steam? maybe they want their offline sales to look stronger in their home country, since it doesnt really add too much to their profile selling through steam?

Mostly the invasion will be laggy as hell and will end up one with one or two lagstab.

I heard the game was locked at 720 internal resolution

Nothing was fixed - they are not patching the PC version. Instead, mods happened and fixed everything.

Look up dsfix. It's on dark souls nexus. Resolution delimited, framerate delimited, and other features like texture replacement support. Just be careful, higher framerates can be buggy. As in don't slide down ladders at 60fps.
